The American department Homeland Security has published the guide Seven Steps to Effectively Defend Industrial Control Systems, advising on how to avoid cyber-attacks on critical infrastructure. The list of strategies:

  1. Whitelist applications
  2. Patch known vulnerabilities
  3. Reduce attack surfaces
  4. Build a defensive environment
  5. Manage rights
  6. Secure external network connections
  7. Monitor and act
